Dr. Soto-Moreno is qualified in both adult and child psychiatry. She serves as medical director for Evergreen Behavioral Services, located on the first floor of the Mt. Blue Health Center, on Rtes. 2 & 4, next to the hospital.

Schooling
Dr. Soto-Moreno graduated from the University of Puerto Rico School of Medicine and completed her residency in adult psychiatry at the Albert Einstein College of Medicine. She was awarded a fellowship in child and adolescent psychiatry from the Columbia Presbyterian Medical Center at Columbia University in New York. She is a member of the American Medical Association, American Psychiatric Association, and the American Academy of Child and Adolescent Psychiatry. She is Board-certified in Psychology.
